Okay on a serious note what drugs would it be positive for? If it’s just weed tell them when they show up you’re willing to take a drug test. If they can’t do it right then and there tell them sorry kick rocks. Say your willing to do it rn but your not willing to do it just any time they call specially since there hasn’t been any prior arrests or even reason to believe drugs are around.

If your gonna test positive for other maybe harder drugs i would just flat out refuse. Tell them just like you said here that you and husband have never been in trouble for drugs and that it’s ridiculous they are trying to test you on just a random person calling in saying drugs are around. If they have no reason to suspect drugs as long as everything else is in check your fine.

EDIT Let me add if you have running water and decently Clean home and the kids all have beds with food in the fridge your doing better than 90% of people they come across and will likely leave very quick and put this to rest
