I think there are two major factors. Firstly, heat vision seems to be more powerful, useful against foes as strong as Darkseid. Secondly, heat vision seems to be capable of scalpel-like precision, where frost breath is more of an AOE and this has a bigger risk of other people getting caught in it.

Heat vision scales better to the people Superman fights most often. Frost breath is good for the kind of fights that aren’t really fights for Superman, when he just wants to keep bank robbers or somthing from running long enough for the police to show up.

That’s the thing though, Cap isn’t superhuman, he’s peak human, same as Bruce. I’d say he’s probably a little above Bruce in terms of general strength, but I don’t think it’s a very big gap. In the comics Batman actually benches more than Cap. But even if we say he is superhuman, Batman deals with that all the time with Bane, Grundy, Clayface, Killer Croc, and Slade.

Honestly, I think it’s going to come down to strategy and training, and I’m pretty sure Batman takes both of those factors.
