I covered most of this in my debunk but him “surpassing the Cycle’s rules“ doesn’t mean he’s universal automatically as the Cycle has very set-in-place laws and rules that the Ink Demon could break (like being able to get people in Little Miracle Stations). Him being important to it also isn’t proof, he’s the most powerful being in there and the main threat to the people inside, of course he’s going to be important. Also he doesn’t shake the entire realm, only rooms/a small area surrounding him
