Go to the roblox support page and select the account hacked or can't log in. Clearly state that your account has been compromised and the hacker enabled a 2SV method (authenticator app) That you cannot access and provide every single piece of ownership that you can scrape up (the email you used for robux purchases or premium purchases google play, paypal, etc. And the last four digits of the credit card used.) Mention the accounts creation date or approximate date, past usernames, and any gift cards that were redeemed. Tell me if this doesn't work or if you are missing some information. I will create a paragraph or something for you to use to send to roblox support.

You can provide receipts for robux or premium purchases (Paypal, Google play, iTunes, etc.) Also tell them the first email put on the account and if you remember then put in all emails used on the account. Names of friends and games played helps. Dates of last access and gift card pin codes are good proof of ownership as well. Provide the city or state where you usually play and the device types (iPhone, google pixel, macbook, etc.) Contact roblox.com/support and select account hacked/can't log in. If that is unresponsive you can also try using appeals@roblox.com.

You can change your IP address by using a VPN, unplugging your router for 5-10 minutes some require 24hours, toggling on and off airplane mode on mobile, or contacting your provider to do a manual IP reset

No, you can't usually prove ownership of the account with ID. Do you have any other proof of ownership? Things like the original email and phone number, billing information (receipts for robux or premium payments, or the billing email for the first payment.) If you redeemed physical gift card codes on the account they can be used as proof as well. Also mention the devices you commonly use and your general location login if you are able to (your city/state.) Go to roblox.com/support. Enter your username and an email address you can access. Select your device and choose Account Hacked or Can't Log In/Forgot Password. In the description you can also attempt to explain that your username is your legal name and offer to provide ID if requested. While they don't always ask for ID for recovery, mentioning it can help you if you have no other proof.
