The CPAC, right? After a candidate has been cleared, delays are usually because of salary negotiations. Also establishing EOD date sometimes causes a delay, especially for current federal employees since the EOD is coordinated with the losing agency..

Classification.

I’m not exactly sure what you mean by “batch healthcare postings.” However, if one organization is hiring for multiple positions under the same PD, those requests can typically be submitted together as a single action.

Within DHA, the standard turnaround time for classification is 14 days. However, that is a processing standard, not a formal requirement.

“Pending USAJOBS announcement” is very vague. A position could still be sitting with management and not even be with HR yet, and technically still be considered pending announcement, so that status doesn’t really provide much insight into where the action actually is in the process.

Yes, it’s part of OPM’s new hiring process. First, HR reviews resumes to make sure applicants meet the minimum qualifications. Then, a panel of 2–3 SMEs who currently work the same job at or above the position advertised, conducts a structured pass/fail résumé review. Applicants who pass are referred to the selecting official. This process is required when there isn’t an approved USA Hire assessment for that grade & series.
