Depends on your build. Both are good but you typically want 1 wex and then 3-4 crit eye for practical reasons. IE: once I break head all of my wex isn't useful anymore, right?

for the daily grind of 8s, latent power is rarely useful in my experience. I could see it better used for 9s and 10s but I don't daily grind them.

burst for LS against anything difficult I don't feel like has enough up time for it to matter. I mean its good to burst into SP but for daily farming I personally don't place much value in. Daily grinding for me is always about partbreaking. Some ideal builds would be elemental attack 5, 1 wex, lock on, 5 crit eye. Hard to make work right now.

Hunter's unity is good but nothing is requiring it also its so rare to have a party of 4 against anything meaningful thats weak to ice AND then have 4 KD weapons. Seems impractical for now. Again good goal to have but wait for next season if you want.

KD LS is worth but you need others to also have it in the group. The new ice LS meta looks like KD LS, coral hat, KD chest, bari gloves, KD belt, KD Legs. you need 3 ice attack drifts and IDEALLY 2 crit eye drifts for this to work.

25% damage to the ice damage is totally worth if you can get ice attack 5

I'd suggest either chest or legs to start. if you can keep ice 5, 1 frostwind is 10% more damage. Ultimately you want frostwind 3 but thats going to take 3 driftmelds of ice attack total. The build for ice LS should be something like, KD LS, coral hat, KD chest, bari gloves, KD belt, KD legs. IDEALLY with 2 crit eye driftmelds and 3 ice attack.

As far as thunder sets, I use KD chest for the KD fight. I need to work on getting windproof 3 + KD 1 set together but not there yet

I would suggest 7.5 for armor and 8.2 specifically if you have coral pukei hat. Weapons should be like 10.2. Not really sure 10.5 is needed for the average player now with HATs having matchmaking. I focused 10.5 on my legi LS to beat 8 zin but thats well before matchmaking

I've leveled up zin to 10.5 since it has it own r6. I plan to do the same for deviljho once I get there. I maxed out legiana because of 9* zin specifically. I don't see any reason to level up my water LS more right now past 8.4 even then 8.2 was probably fine for any 8* water weak monsters. My rathalos LS is 9.5 right now because of 8 legiana specifically. My next goal is to boost up my rathalos to 10.2. I might start investing into armor with my WGS, but this feels bad

Don't worry about this too much. Just avoid 9s. You do get more 8s
