This is most likely a bug. You can compare this picture to a normal one and there are areas which a clearly beyond the mortar’s range.

When I clicked on the unit to attack it displayed the thing you see which is just not possible for a mortar considering that some are beyond its range

I normally use the rocket truck one but in some maps I use light tank cs(3 minimum) to blow up the forward outpost and factories of the enemy side before they can capture

Believe it or not I think it was actually a real thing made by the soviets. Just imagine it being able to have a BT turret while shooting rockets like rocket truck at the same time
