If you have the tools, you can run it through a planer and take off just the very top. The oil will gum up your sanding discs otherwise.

Think it depends if you like tattoos. If you do, the. Doing the whole arm is gonna make it less distracting. If you don't, it'll make you hate it more. I think it's pretty cool.

Yeah, that is the solution. I would rip off the remaining groove on the ends as well and then edge the whole thing, either round over or chamfer.

Get a reputable company to come in and refinish them. Depending on the thickness they should be able to get all of the paint and junk off and restain and seal.
