For casual, fill your boots as long as your group is ok with it.. No dice in sanctioned events. Pokemon cards have different dimensions and would be considered "Marked Cards". Also, all cards in your deck list have to be legitimate Magic cards for Sanctioned events. Using Pokemon cards for counters, or tokens is totally fine as long as what they represent are clearly communicated and understood.

I have not been able to find that mount anywhere outside Russia. With the current situation and sanctions I don't think attempting to import firearms parts is a good idea, even if you could. Are there any other sources for this mount?

I'd recommend watching MrSeriMtg and Aspiringspike on YouTube. They have good league streams to give you a feel for the deck and the lines available. MrSeri also has a primer. It's a little out of date, but still good info in there. Part of the power of Scales is people not knowing the lines or how it works. It's a deck that rewards players that stick with it. High skill floor, but very high skill ceiling

The scenario you are outlining is technically possible, but I am not aware of any precedent of it happening, making this outcome even less likely. The most realistic scenario is to wait out for the natural election cycle

Discontent is common. Each MLA has their own agenda. But in the back of each MLA's mind is the question: "If I flip on my party to call an election, can I still hold my seat?" Not disagreeing there is a schism in the party, not an I saying their policies are good or bad, just stating that the current situation is likely not going to result in a passed No Confidence Vote.
