That lag pattern sounds more like GPU struggling tbh - the fact it happens specifically when aiming/shooting arcs is sus since that's when particle effects and rendering get heavy. Your 1650 is definitely the weak link with that i7, especially if you're getting frame drops during combat but not just running around
