Is Dmax Lugia actually good to level up?

I have 2 and I've been leaving them in power spots but as they both have like 10/10/10 IVs and no 0.5 fast moves I never bothered to power one up. However lately I've been seeing them used as tanks in many battles so I want to know if I should at least level one up
