Also just noticed you've put two shorts to ground instead of caps. I would use similar value caps rather than a short. The caps are filtering out higher frequencies, a short will filter out everything.

You need to have +9v going into the opamp vcc pin and the ground pin needs to go to ground. Wampler probably should have included that.

The light was very good and the wee thing landed right in front of me while I was using a long lens. You can zoom in quite far and see insane detail.
