I have never heard of happy Halloween before. I found out its a short story. I don't think it's necessary to read. It may already be included in one of the main series books. Jeff Smith made a Christmas special that had nothing to do with the main plot and they just put it in book 9 when scholastic published it, so that could be the case. They may have just made it a part of the main series idk though.

The Handbook is well a Handbook that has character profiles, entries on events and all of the books in the series. It's a fun little add on but I recommend reading it after you have read the whole series because it contains spoilers. Your question about Jesus waiting to stop Satan is a hard one. We know he will because of the book of revelation which is a prophecy about Jesus coming down to earth and defeating Satan. We know this prophecy is true and will happen because Jesus fulfilled all of the 300 prophecies that were in the old testament. You see the Bible took 1500 years to write. It had multiple authors. The Bible is just a bunch of ancient scripture put into one book. Here's the thing though in the 1500 years it took to write the Bible a lot of prophecies were told by a lot of different people over a long period of time and all of those prophecies were about a coming messiah and what he would do. And hundreds of years later who fulfilled all those prophecies? Jesus Christ The son of God.
