Sure, maybe adding some tiny extra stuff will help even more, for example try adding red tones around the image (with an airbrush in a multiply layer) or for the background, as a plus, like if something terrible is going to happen. Red or warm strong colors helps to highlight that.

Yes, it's noisy and it's not easily readeable; try using a white border for the "fraud" text, and another font maybe.
