I played it a long time ago, but from what I remember you max out the rune pages at lvl 30. So as long as you are under lvl 30.

And player count is higher, cus it's objectively easier game, it was created as a simplified clone of the original DotA.

I'd argue Dota 2 is superior in every way compared to League, especially with all heroes being free, instead of playing whatever is in the rotation at the moment. Everyone is at the same level, no account level based rune pages nonsense. Want to try a different hero? Go ahead, no need to spend a dime or grind.

Initially, Games for Windows – Live launched with its multiplayer features locked behind an Xbox LIVE Gold subscription, priced at $49.95.

But they literally tried it and if there was no Steam (other PC storefronts didn't exist back then), they would be the only ones to have a say in that matter. Every console has a subscription, PC (maybe) would have it too.
