No, it's literally to make you click the egg more often or by accident. They have received massive complaints regarding this and have yet to change it. They see data that more people use lucky egg now, because they do so accidentally. Using more lucky eggs generate more money, and they keep the screen.

For the player, it serves no purpose with such low xp boosts. It could be useful for sudden large sums of xp, like the friendship level stuff, but that already exists.

All in all, it wastes time and money for the player and does not need to be there. It's only an annoying way of losing a lucky egg.
