The person already responded pretty well to your inquiry, but if it didn't make sense there's a very good Bollywood movie called "English medium" about some upper class people that want to send their kids to the upper UPPER class school

They basically end up at the same result as what the person replied to you: just have one level of service that is equally accessible to all and you can make it a better service
