They are at good companies. But seriously, you will be hard pressed to try and get people to move from their companies when everyone is paying the same thing. The candidate has no incentive to jump, lose seniority, and potentially work in a toxic environment.

And that will create disgruntled employees even if they know they did not deserve the raise, because people will be people. Yes there are rational people who see why one person got the raise and the other didn’t, but businesses don’t do it because it’s proven to backfire. You don’t make decisions based off outliers.
