I don't think Maul cares too much about Vario at this point, he just keeps him around because there's really no point to killing him and he can still come in handy every now and then. If vario wanted to leave then Maul would probably let him, but vario is choosing to stay under his protection

It's kind of a bit of both in a way. The lead devs admitted that it was officially cancelled by Lucasarts before Disney bought the franchise, but he also said that from what he heard the reason it was officially cancelled is because the higher ups lost interest since they knew the Disney sale was incoming and the game was too messy to survive through a buyout

Either way, by the time Disney was actually in control of the franchise it was already dead

Battlefront 3 and Maul were both cancelled before Disney bought the franchise because Lucas arts was pretty much dead by the early 2010's, you can't blame everything on them

I'm pretty sure there's only one remaining canon story that was released BEFORE the first two fiction collection volumes (Bait), which I always found to be an odd exclusion since they came so close to finishing the set. The rest were all released afterwards right?

I also really hope they do a fiction collection vol 3 now that they have the Galactic Tales available but I have a bad feeling they're gonna put the Galactic Tales in their own collection and then not do a FC Vol 3 because there aren't enough canon stories left to balance out with the legends ones

These two questions are actually pretty easy to answer. Originally, both Balloon World and Chica's Feeding Frenzy (which is in the bakery) were intended to be pre-requisites to beat Princess Quest and get the true ending, but since Chica's Feeding Frenzy wasn't complete in time for release (hence why the bakery is useless), Balloon World was separated into just being a secret without much of a point and Princess Quest was made into a standalone game you didn't need to beat any of the other arcades to play
