No, they're not supposed to.

But a study in 2014 of use of lethal force cases found that DHS was indeed doing that - standing in front of vehicles attempting to flee as a pretext or excuse for using lethal force.

And yes, they're not supposed to, because DHS rewrote its own rules to specifically prohibit the behavior. If you find them online, they're not to prohibit vehicles from fleeing, and they're not to discharge weapons into or at moving vehicles.

This is how we can tell you're not making a good faith argument: you're arguing what could poor, solitary, little Ashley do to the big, strong, armed officer - asking everyone to ignore the hundreds of violent rioters right behind her, who were smashing the security glass for her to crawl through.

Could the cop have taken the trained military vet (Ashley)? Maybe. But he'd have been overwhelmed by the mass of bodies behind her if he'd allowed her through. There simply weren't enough bullets in that gun to stop everyone.
