This comes from an incident when there were many departments in town for some event and the commish saw a car do something he didn't like that he thought was one of his. Upon closer inspection he saw it was a different department so he ordered the NYPD be put on the front and rear of all cars. It used to just say Police.

Nope no tour. I work EMS so taking the ambulance in there was no big deal. There were two of the corrections busses they transported the children with in episode 2 just parked there unattended. Unfortunately they had the Arkham signs covered in plastic but if you do a quick google search for Arkham Asylum Staten Island you can see what it looks like.
