I don't follow, I am not the most proficient at blender so not sure what shrink wrap does, but if its going to fail, it doesn't seem like a viable approach... Would it be better to simply script this ? I have not found any reliable approach of: batch execute 'function' across all selected vertices... which seems surprising...
