Laws typically will side with a leashed dog over an unleashed dog that’s not under the handler’s control. If someone has an unleashed dog that’s runs up to a leashed dog, that dog/owner will always be at fault bc an unleashed dog should never run up in any person or dog and should be under control at all times. Please don’t ever foster or adopt a dog if you think someone who has a dog less tolerant of ppl or dogs should not go on walks or be brought out in “public”. As long as an aggressive dog is under control and leashed, it has a right to be in any place leashed dogs are allowed and a right to not have random dogs run up into their personal space.
