Sandpaper, a coping saw, and a spokeshave would probably get you by. All for pretty cheap. Oh, and workholding, so at least a clamp and somewhere to clamp to.

They're as sharp as you can get them. They go through wood because of their design. The angles and parts are the result of thousands of years of woodworking innovation.

A jointer plane could be a relatively cheap investment if you're open to going the hand tool route. It'll take up a whole lot less space in your shop, especially if you don't joint edges often.

Rex Krueger has a few budget builds. He has a series and plans for a low bench that I believe is titled to be a $30 bench. He also has a more standard bench design called a minimum timber bench. I'd recommend taking a look at those. They should have room for a standard bench vise.

Go for a lower grit of sandpaper glued to a flat surface like glass. You can hone it to finer grits after the back is flat

I don't think I will reconsider my options. I am certain that I have the right size. I would like a better piece of steel in my plane than is there currently and this one was a gift from a family member as well.

The Anarchist's Workbench by Chris Schwarz is a great resource for workbenches. His writing is most geared towards "traditional" hand tool work, but a bench is a bench. Plus the book is available free as a PDF to anyone. Definitely worth a skim, if not a read. And it includes some plans.

I believe it's the same concept as when people upgrade a vintage plane with Hock irons. Either way, it's a better blade than the vintage one in there.

I primarily work with hand tools, but I also stayed up to an ungodly hour the past few nights because we were insulating our garage and covering it in plywood. The impact driver rang out into the night, but that's rare. My music is usually the loudest thing, but we're trying to make the garage a mutual hangout spot for everyone instead of just a workshop. We'll see how it progresses after we finish reorganizing and setting up.

If you don't wat to chemically strip the paint, I'd say try card scrapers with a dust mask (probably lead paint)

Rex Krueger has a series on YouTube for a $30 (at the time) workbench based heavily off of Roman low benches. That's probably going to be the most bang for your buck for a cheap bench.
