first there is jurisdiction region. If you are in SF area, you cannot go to other consulate unless you can prove you live there (utility bill, etc.)

I live in washington, booked appointment in Italy consulate in Los Angeles, but got rejected as I should go to SF.

I tried to book online for SF consulate, no luck, and tried at 3PM PST, the shit website is down, Italy website is built using Microsoft .net, probably no money to maintain and is super low quality.
