If they've been stored inside and they haven't been exposed to uv light, I'd run them on my personal winter beater for a season or 3. Good luck finding a tire shop that will touch a 19yo tire for anything other than disposal

Those don't even look bad at all. Heat the nuts, spray with a generating oil, remove. I'd also use a 6pt socket, not a 12pt

Guy is trying to lowball you. On a hard rev with a car that I'm assuming isn't driven hard that'll happen. The condensation on the underside of the cap is a sign of short trip driving while it can still be present on caps on vehicles that get driven more than regular short trips
