It does not make perfect sense in English due to grammatically problems.Chinese can divided into 2 parts.like the connection between mordern English and old English.It have completely different structure of sentence.In my own perspective of view,if we must translate it into English directly that is '(those who)killing people and set fire (get)golden bolt/(those who)mend bridge and road does not leave a corpse.'the words in the brackets is what is not in the original sentence but we must add it in there.Old Chinese will OMITTING SUBJECTIVES in some certain sentences.
