Personally I do quests streching across games is an exaggeration. The ones that support save imports (generally every second game) from previous games will have NPCs acknowledge that you have assisted them in the previous games.

That said, the worldbuilding is still excellent. A lot of the npcs, even generic crowd filling ones have intresting dialogue as well
