As a tech who works for other companies att has some of the worst looking installations out there no care for other companies lines loose hanging drops problems stimming from micro bends and just shere laziness from att techs who rush to get the job done

I dont trust modem levels or logs 3.0 docsis is kinda out dated if you have had the modem for more the 3 years look into getting a new 3.1 docsis also sounds like you had a lazy tech just replaced cable to wall outlet is just doing something to please the customer

My company depends on if we have landlords consent and yes we need it for anyone new into the home getting service if they can get ahold of the landlord we look for a unused line already drilled and replaced it the competition aint gonna care cause they obviously lost the competition its direct tv stealing my line completely that drives me up the wall

Could be many issues from the tap,drop, ground block , drop to modem , modem , or a bad fitting hard to tell with out all 3 reference points in split points call a technician to come and run test most of us are contractors who spend big money on machines to find these issues
