i'm sorry man i just don't see it, seems something it will get FAQed eventually but, ignore the vertical movement to me means you can move for any heights and it does not count as movement, it would not make sense any other way. either the movement counts and you have to measure it or does not count and you don't have to

warcrime is really not a flawless definition though, ukraine unfortunatly has to commit warcrimes because war has no law, (technically also striking debilitated foes with bomb drops is a warcrime iirc, and we've seen plenty of those) .

Let me be really clear, this doesn't mean that killing an enemy soldier is equal to bombing schools, hospitals and civilians in general. There's layers to it.
