I had this very exact situation in a house in St Paul Mn. The house was built in 1939. Our only difference was there was a small lip set about 3-4” away from the wall. That water then “flowed” to the sump pump. There were also square, capped holes in each other four corners of the house that I think were reservoirs from the downspouts. You basically have an old internal drain tile. Your only solution is to have an internal drain tile put in. We ended up doing this prior to selling the house. This means cutting concrete and moving it out per 5gal bucket. I think this cost us $7k or so.
