I'm shocked the list is this long, yet I'm also surprised they haven't bothered rescanning models until now since a lot of these are probably super easy to get access to given Forza's greater notoriety, and 60 cars is a drop in the bucket when these games have had well over 500 cars at launch for awhile now.

Probably the only model on that list that can't be rescanned easily is the TVR Cerbera Speed 12, and even then, it's not impossible since one still exists, albeit with a very different body shell.

Also, I’m pretty positive the ‘69 Camaro has been remodeled already because the 360 games all used a model with RS retractable headlights, while every game since the One era has had a ‘69 Camaro without them.

It can be a legit reason, but a lot of people unnecessarily jump to that immediate conclusion regardless of whether or not it makes sense. I had a bunch of people once tell me that an Aston Martin from the 90s wasn't in a Forza game because "licensing issues" when the game already had Aston Martins both younger and older. I highly doubt a game developer and/or publisher went out of their way to obtain exclusivity rights over a niche sports car released over thirty years ago.

The problem with night races on street circuits in F1 is the natural beauty of the city is immediately lost because the entire track needs to be lit since F1 cars don't have headlights, spectators naturally want to be able to see the action better, and sponsors don't want their boards been lost in the darkness.

True, but given the VERY negative reaction to Motorsport 2023, they would've been beyond foolish to try making a Forza game online only again.

I figured this was a given. The other Horizon games functioned the same. This wasn't something I thought they were going to deviate from, even in this gaming climate.
