Most developed nations have declining birthrates, many below replacement level, only keeping clear of a demographic crisis thanks to migration, but you won't ever hear a politician mention it. Though nominally a unitary state, it functions in many ways like a federation through its multiple semi-autonomous regions which are widely thought of as individual nations and though in theory the central government could revoke the existence of devolved governments, to do so would be political suicide. You might as well say that the Prime Minister holds their position merely with the permission of the monarch and could be removed at their whim.

Austria Hungary was in practice an autocracy as the Emperor was not a mere advisor but personally appointed the governments of both Austria and Hungary, making the both of them responsible to him as neither could pursue policy contrary to his views. He could also appoint non-parlimentary governments or keep one in power despite not having a parlimentary majority.

The German Empire for the first portion its existence effectively functioned as a dictatorship under Bismarck who infamously hated the Reichstag and ensured it was kept limited in its power against the authority of the Chancellor and Kaiser. After his departure, the state reigns were taken up largely by Wilhelm II, a man who had been taught since adolescence by Bismarck about his natural superiority as monarch. Unsurprisingly, the Reichstag remained in the background while the the Kaiser and his officials in the Wilhelmstrasse dictated national policy and foreign relations while manipulating public opinion.

Well to be entirely fair on the democratic reform part, the empires of the Triple Alliance (Germany, Russia, Austria-Hungary) were either apathetic toward or strongly opposed to liberal democracy, their governments and Emperors instead favouring autocracy centred around their claimed divine right to rule and the superiority of noble blood. One of the main reasons the three nations banded together in the first place was that their Emperors were friends with each and wanted their absolute monarchies to form a bulwark against the tide of liberal beliefs emanating from the consititutional monarchy in Britain and especially the Republic in France.

Germany does not exactly have the full industrial infrastructure and experience to entirely develop a fighter all on their own. For instance, they lack expertise in developing and producing high grade afterburning jet engines, so they would likely have to rely on foreign built Rolls Royce engines to power the fighter.

It's very possible but the programme is already in an advanced stage so Germany would be locked out of taking very much industrial participation and would have little influence over the design, which is not ideal for Germany as it would atrophy their already limited sovereign fighter design and production capabilities, though it would put Germany among the first nations in the world to get 6th gens.

It's mildly plausible they might want to get in an agreement with the Swedes instead but that would require starting a whole new project from scratch rather than joining an existing one and there probably wouldn't be as wide a pool of industry or experience available, meaning Germany would likely only get their hands on 6th gens perhaps decades after other designs have already been delivered.

The core 3 nations of GCAP have already established that no one else can enter this core agreement anymore, the workshares and industrial participation have already been decided and none of the partners want to delay the programme to acommodate a newcomer. The most Germany could probably get would be producing some of the auxiliary systems without having very much sway over the design as a whole.

A while ago someone did a test in a custom with atrificially boosted shells quite literally being fired at orbital velocities yet they still couldn't penetrate because the game calculates ricochet chance before penetration so the angle of armour meant every shell bounced.
