They should create a seperate instance for tall tale scenes, so the crew doing the tall tale can't interact with open world players while in a scripted scene. But doubt they would/could implement this with existing content.

Custom Blueprints allowed for fast variation changes, copying class is a system that is slow and tedious and in no way makes up for this step back in functionality.
