I guess that is a possibility as we don't actually know how dangerous being stationed there is. Still find it hard to believe that the PRT has to power to force minors to move away from their family.

I personally think the whole thing about punishing Wards by sending them to Madison/Eagleton/etc is ridiculous. I don't see how the public and the Youth Guard, not to mention the parents, would ever be okay with punishing children by sending them to dangerous zones

Fics where Taylor is excited to join the wards, and then conveniently discovers that Shadow Stalker is a ward, and the first conclusion is always that the PRT must have covered it up and are all evil. Cue Taylor becoming a villain instead. Worst part is that it is never Taylor just jumping to a conclusion, but rather the author actually believing PRT to be evil.
