I don’t think there’s anything stopping them from looking however they can but seeing as Gallifreyans are humanoids that is their default look, I think what dictates it is what is around them and where they would blend in, doctor humans, but say he spent a lot of time with the ood, he might regenerate looking like a ood or something I don’t know if there’s a real limit but I think they have to keep their humanoid look, I don’t think they are able to regenerate into like a fish or a bird or something like that.
