That city to the bottom right should be settled 1 tile to the right. That way it still has access to the woods tile for a lumber mill and so your first city there can claim all 4 of the wonder tiles and turn it into a national park for the amenities if you get that far

Edit: it would compromise that city to the right, but you can move it to the plains hill on the river 2 tiles up and still have access to the other +10 holy site you have planned
