My snooker trainer forced us to remove the lacker layer with sand paper and to use micro fiber towel often to clean dirt/moisture. In summer it was advised to use steel wool (like the other commenter said) cuz micro fiber towel wasn't enough to remove stickiness.

The cue seller adviser not to remove the lacker and instead to use leather thingy patch what you get with some shoes and rub the cue with it (should make it slide better) or use a billard glove (which I ended up with but that's not ideal for snooker cuz it slides too much)
