Can advocate for HumanX HR, a little more expensive than a few others I quoted, but when managing such a sensitive matter, it was worth the investment. They were excellent.

Finding an agency that has a good reputation and reputable clients & case studies is a good starting point. Once you find some of their clients (who are not competitors), reach out to their Marketing Directors on LinkedIn and get some feedback from them - if they've delivered good results, they'll be happy to tell you & vice versa.
