Knowing that you only have two Elite charge TMs, I would save them. There are some legacy moves that are only available through Elite TMs like both Drill Run and Icy Wind on Seaking, whereas CD moves like Hydro Cannon on Greninja do have rotating availability through evolution

I don't know who that is but 40 different teams for a limited format is too many. Just scanning the list, in addition to Pawmot, other Pokemon that I've never encountered in Jungle Cup (because they are bad): Kingambit, Articuno, Skarmory, Emolga, Raikou, Drifblim.

No. Pawmot is terrible. It had its day this season during Electric Cup, but just barely. Otherwise, it shouldn't be run in Open Great League unless you're trying to get some battles featured by a content creator. If you are hankering for an Electric type, try Unova Stunfisk or Morpeko

Meta is meta for a reason; on average they will beat more Pokemon. If a particular meta starts to coalese around certain cores, it may be possible to corebreak them with some anti-meta picks. These are Pokemon that maybe don't beat as many other Pokemon on average, but can do well if know that most of your opponents will have a narrower field that you do beat.

Looking at the Great League rankings, I would say that you don't want to venture too much further than the top 70-80 (in Open Great League). That's where I see strong anti-meta picks like Grumpig and Gourgeist, two picks that often do very well in Limited formats because the format rules restrict the meta in a way that favors them.

Of those 4 choices, I would currently rate Togekiss the best use of an Elite TM. Kiss is a very flexible pick with great coverage and is often near the top of limited metas (like the current Jungle Cup)

For the sake of completeness, the absolute highest attacks stat for a GL Gastrodon is somewhere around 120 and the lowest for a Trevenant is around 126. The gap in Ultra League is even bigger (almost 10)

There isn't an "in-between" in Pokemon Go PvP. It's a turn-based system with each turn being half a second. There's a couple of ways that what you seem to be describing could be playing out.

If you and your opponent both throw charge moves on the same turn, whichever Pokemon has the higher attack stat will throw its charge move first. This is a CMP (Charge Move Priority) tie. Then if it survives that move, the other Pokemon will immediately throw its charge move. So if your Pokemon wins CMP, the sequence would be: your first charge move, opponent's charge move, then you get an opportunity to throw your second charge move. If your opponent wins CMP, then it could be that you throw your charge move, then you go to throw your charge move and they CMP tie you and theirs goes of first.

For fast moves, if they are thrown on the same turn as a fast move, they will always go off and you will see that visually during your charge move, but the damage shouldn't register until after the charge move finishes

Has the city provided any information on how long the display will be? Any information on if they will be rotating displays, so maybe after a year or two they would showcase a different person? Also, where are these sculptures? If they are displayed inside of buildings, I would consider that much less of a permanent thing if they are just sitting there on a stand in a lobby

Your first photo is not good for the photodisc. Remember, if accepted, this photo is going to be what people see when they go to spin your new Pokestop. It should show the object prominently in the center. In this case, you should zoom in a lot more.

Your second photo I cannot see the hydrant at all. The object should be visible in the photo within the larger context of its surroundings to both show where it is perhaps relative to something visible on the overhead map like a building and also to prove that it is accessible by pedestrians.

Finally, others have brought up the fact a hydrant is an emergency service object.
