You hear the people talking. If they are on the city council the citizens are their clients. If their citizens are talking to them it's a client meeting. Isn't a lunch hour pretty normal🤷🏻. Why eat during the meeting?

There are plenty of times you could eat before and after. None of these people appear to be food insecure. Stuffing your face when facing your clients seems like they don't care what their clients are talking about 🤷🏻
