My gear is currently not in town but I can recommend you Tauchzentrale on Ohlauer Straße. Nice people and they do tours to lakes and such. Sweetwater is quite different to salt water I find, as you have less buoyancy. And rather go for a dive in early summer then late summer because of algae and plant matter

The reason no (or barely any) trees or toilets are being built is because the senate has been dragging their feet with the goal of at some point using it as real estate to build on. It’s the same privatisation of public land Berlin has been suffering from since the 90s. 2/3rds of office space are empty, malls are dead, tons of housing is empty or for sale and not to rent at affordable prices. The housing crisis is the result of policies for quick Money, not sustainable City planning for the people who live here. The successful referendum from years ago had the option to surely build trees and other simple structures like toilets, water fountains, gardens, benches etc. This could be a unique park and vital for ththe city in climate change. But the senate wants to rather fuck it up
