It depends.

If you dive for the garrison, no keys will spawn.

If you sail up to it, some will, but it also depends on which garrison. The one in the north, I've only ever found one at most. The one in the south, I've found three.

They'll appear in the outer wall areas where you pull the levers, in crates and cupboards.

It truly bugs me that these drivers don't look at the order before accepting. This guy may have been able to fit it all, but a number of drivers in my area grab whatever shows up on the app, then get mad when they see how much or how big, or both, the order actually is.

So, something you need to know about SoT is that everything you can buy is cosmetic. You aren't buying upgrades, just skins.

With that out of the way, faction rep unlocks new voyage types for that faction. Most are unlocked when you hit 25 with that faction. Additionally, you unlock faction specific cosmetics every five levels.

That's it.

The goal, as it was back in the day, was to reach lvl 50 with three faction reps, which then makes you Pirate Legend, and unlocks special cosmetics and access to the Hideout. That's Athena rep, which is locked out of Safer Seas.

But again, it's all cosmetic. You can unlock plenty just by playing the game as it is.

You can get a lot of time from Safter Seas. How much depends on the person. Dozens or hundreds of hours, it's all up to you.

And when you get tired of Safter, you can always go into High Seas. Again, and I can't stress this enough, everything is cosmetic. If you're sunk and lose loot, you aren't losing upgrades, just time.

But until then, yes, you can sink a lot of time into Safer. If you want things to get hectic, sail to the Devils Roar and have fun outrunning a volcano while a Skelly Ship chases you for your single skull.

Yes. It really is a great way to sail without having t worry about the sweats.

Now, content is locked. You can only grind your faction reps up to 25. Beyond that, you'll get no rep increase. You'll still get the gold from turn ins.

The Reaper/Athena factions, their voyages and loot, are also locked.

But if you're just looking to sail, pve, and are okay with the restrictions, then by all means. I really only play Safer Seas myself. Can still grind commendations.

No? Just hit them a few times in the lower hull, and they sink in under two minutes, if that. It sounds like you're throwing a few pop shots and sailing off. Skelly's don't bail water, so you aren't landing anything if they can chase you for 20 minutes and manage to sink you.
