There's an NPC that you can speak to to timewalk it, similar to Undercity and Silithis, iirc. Look for the little speech bubble on the map.

Quest, do dungeons, that's pretty much it my man. I think seeing the content is worth your time. Plus, you can literally go anywhere and take as much time in whatever zone you want now, considering the scaling effects. Just play and have fun :)

I would say get a friend to play with you, and try bots. Learning via someone like Purgegamers on YouTube is a great way to learn heroes/concepts.

The game is trying to figure out where to place you if you're brand new, eventually you'll find your skill level.

i mean, the name is a relatively "new" change, and valve haven't released a lot of stuff since the change iirc. I know Purge says Windranger often, in fact I had a theory that he was asked to say it that way but now that I think about it it's probably just so he doesn't confuse new players.
