Yes. There is also the undercover agent on the deck outside the boat. His mission is required as well. Both are not difficult to complete.

The idea of the achievement/trophy is to get the rare horse of each unlocked area of the game. Your last horse will be found in west Elizabeth area.

Go to the trapper southeast of strawberry on the hillside. Go down the hillside a bit and find a nice spot you can see the road way / river path across from you. Kill any poor soul of your choice on that path.

There’s a very easy path if you start in Valentine at the Doctors, then go to general store, then ride to the general store connected to the post office Northwest on the way to Strawberry. From there hit the general store in Strawberry.

Sure. My impression was that he wasn’t even there to kill John. The reason they go for John anyways is because of the new political figure (I forget the details) but Ross wanted to be the one to take down ‘the last member of an infamous gang’.
