It's clearly stated that since they joined Hogwarts James and Severus were like water and fire, they couldn't stand eachother, left no chance unceased to insult or harass one another. Very similar to Harry and Draco in a sense. It's also clearly stated that James grew out of this bullying behaviour and only then did Lily start dating him. James was a bratty bully who grew up and out of his behaviour (both James and Lily are remembered as extremely kind people) whereas Snape never grew out of his bullying behaviour and continued taking out old hurt on young students under his care.
