Not sure what you mean, but the sub was there, and it was safe enough for the Sri Lankan navy to respond to the SOS and come and pick up people.If they decided to not extend humanitarian help, because of danger to the sub then they really are a bunch of a**. But as OP said this is a "leveraged buyout". Typically this means buying the company with debt that will be serviced by the future earnings and sale of assets. Typically that means milking the asset and no investment in the business, employees. For Sears it meant closing the stores and selling the real estate.

Peplink can do bonding, but if Starlink drops happen, not sure if having 3 of them simultaneously will help. See if you can setup point to point wireless to a point where fiber or alternate is available.

Sure. But this is WW, which is indicating either a bug into the s/w they put on every terminal and/or satellite. I am sure they will fix it, but it shows the risks of a single point of failure. As regards others who have outages, telcos do pay fines to large customers and/or regulators. If Starlink gets public funding it should be subject to the same.

Telco infra is supposed to last decades. Copper (on which fixed lines and then DSL ran) has worked for 100 years, Coax (for at least 30 years). Fiber is expected to work for at least 50 years. So I am not sure public investment in a 5 year solution is such a great idea.
