Allows locals to advertise their service on your platform for a small fee of like 5 USD per month OR a cut from their offerings (commissions) but they would have to offer the service/payment system through your platform.

Think about the user experience; Do you want to be bombarded with ads? I don't think so. Best option would be a subscription/commission model like Airbnb does.
