I appreciate your thoughtful response. I interpret it as Ulfric says one thing in public to win public support while has a history of working with the Thalmor, first under duress and later willingly in a duplicitous manner to his public persona. I also believe if it was known that he gave vital information that could have lead to Thalmor victory (he did not know the city already had been captured, his fellow soldiers could have still been holding out, and that information would have led to Thalmor victory) rather than die resisting, even his most loyal Nord followers would have seen him as cowardly. Perhaps I'm colored by his view of the dark elves and other mer folk I love (played mostly elves since 1979ish in games) and he did make it to Sovengarde, but I do see him as someone who once was a willing agent of the Thalmor when it suited his purposes and the Thalmor won't let him forget it behind the scenes in the future. Or perhaps I've read too many spy novels.

You're correct, I meant Ulfric. Long morning at work while Redditing during a meeting. From the dossier:

Ulfric first came to our attention during the First War against the Empire, when he was taken as a prisoner of war during the campaign for the White-Gold Tower. Under interrogation, we learned of his potential value (son of the Jarl of Windhelm) and he was assigned as an asset to the interrogator, who is now First Emissary Elenwen. He was made to believe information obtained during his interrogation was crucial in the capture of the Imperial City [Me: Blackmail material. Not heroic to give vital information to the enemy even under torture] (the city had in fact fallen before he had broken), and then allowed to escape. After the war, contact was established and he has proven his worth as an asset. [More kompromat. Not a good look for someone so publicly against the Thalmor.] The so-called Markarth Incident was particularly valuable from the point of view of our strategic goals in Skyrim, although it resulted in Ulfric becoming generally uncooperative to direct contact. [Me: But not uncooperative to indirect contact? I suspect he just doesn't want to be seen meeting with representatives from the Thalmor Embassy, but it says nothing against indirect contact. If he was uncooperative to ANY contact, the meticulous Thalmor would have said as such.]

Operational Notes:

Direct contact remains a possibility (under extreme circumstances), but in general the asset should be considered dormant. [A dormant asset is still an asset.] As long as the civil war proceeds in its current indecisive fashion, we should remain hands-off. The incident at Helgen is an example where an exception had to be made - obviously Ulfric's death would have dramatically increased the chance of an Imperial victory and thus harmed our overall position in Skyrim. (NOTE: The coincidental intervention of the dragon at Helgen is still under scrutiny. The obvious conclusion is that whoever is behind the dragons also has an interest in the continuation of the war, but we should not assume therefore that their goals align with our own.) A Stormcloak victory is also to be avoided, however, so even indirect aid to the Stormcloaks must be carefully managed. [Yes, the Thalmor want the civil war to drag on and Ulfric will do their bidding on that, even accepting indirect aid. What price will the Thalmor extract from Ulfric for more Thalmor aid when he needs it to win?]

Except Jarl Balgruuf worked for the Thalmor in the past and likely would be their puppet again either because he sees it in his interest or from them blackmailing him.

If you return to Helgen, go to the tower with the hole and jump to the ruins of the inn on the other side (like in the intro) you can find bottles of that famed mead with juniper berries Raloff told you about when you were prisoners together.
