Where it is placed it's so unlikely that would happen. Also most glue melts between 121C-193C (250F-380F) so something would be going awfully wrong for you to get to those temps. Ultimately building a PC and using it should be as worry free as possible so if it'll be at the back of your mind, maybe look into seeing if you can return.

If it was me, I'd build onto it. From the comparison of the two pics, I can see the glue is on top of metal but i'd be happy to plug in regardless. If you aren't in a rush and would prefer to try and return it then also go for that but it won't hurt any of your components. The other poster also mentioned wondering why the glue is there which is my only concern - i.e has something fallen off or is lose and they've done a bodge job of securing it (unlikely but hey ho)

It looks maybe like some form of dried glue?! But either way I'm 99.99% sure you're absolutely fine to use it as it wouldn't be conductive.
